DODOMA: THE Parliament of Tanzania will have a week long from tomorrow discussing three Tanzania’s Development plans.
The plans which launches the implementation of Dira 2050 are the Long Term Perspective Plan (25yrs), the Medium Term Plan(5 years) and Short term plan(1 year).

Dr Msemwa said the stage marks a pivotal moment in the nation’s development trajectory, setting the formal execution of the 25-year vision expecting to commence on July 1, 2026.
He noted that NPC has completed with critical foundational documents required to launch the implementation of Tanzania’s landmark Dira 2050, Long-Term vision, with a major parliamentary presentation.
“NPC has finalized all of the essential enabling instruments for legislative scrutiny, including the 25-Year Long-Term Perspective Plan (2026/27 – 2050/51), The Fourth Five-Year National Development Plan (2026/27 – 2030/31) and The Proposed Annual National Development Plan for 2026/27 – The immediate action plan,” he detailed.
He emphasized that the documents have undergone exhaustive governmental review and will be tabled in the Parliament tomorrow for a week-long debate and subsequent approval.
“The presentation of these three plans is not a routine parliamentary event. It is a historic moment that will not recur for another 25 years. Dira 2050 carries the hopes of every Tanzanian and was crafted with their input, it is therefore imperative that citizens actively follow and understand the plans designed to realize their future.” Dr Msemwa insisted.
He outlined three core reasons for heightened public attention, saying the Dira 2050 is a citizen-centric vision and thus, the Tanzanians must know the plans devised to achieve it.
“The comprehensive planning event is a generational opportunity, setting the course for the next quarter-century. The vision underscores shared prosperity and the collective role of every citizen in nation-building. It is a symbol of national unity and a firm commitment to leave no Tanzanian behind,” he observed.
Learning from the execution of the previous Dira 2025 and past plans, Dr Msemwa informed that the NPC has gone further and prepared the National Planning Guideline(NPG) to ensure all government entities, from local councils and municipalities to regions, public institutions, ministries, and departments, are fully aligned.
In the same vein, he revealed that development of the National Project Management Information System (NPMIS), a cloud- connected electronic monitoring and evaluation system is in the final stages of completion.
He stated that the system is designed to revolutionize performance tracking by focusing on results and accountability in the implementation of the vital economic strategies.
In positive preparedness for the effective implementation of the strategy, NPC has conducted a series of seminars with leaders from all government levels including councils, ministries, and public institutions to foster a unified understanding.
“The National Planning Guideline”, a crucial manual will ensure accurate interpretation and understanding of Dira 2050’s expectations across all tiers of stakeholders” he noted.
