HEET, is a five-year program that is being implemented by the Ministry of Education, Science and Technology (MoEST) in collaboration with the World Bank (WB) for improving and transforming the higher education sector in Tanzania.
DODOMA. AN Array of multi- billion projects are now at good stages of implementation with an eye to transform training facilities and status at the Institute of Rural Development Planning (IRDP).
The ongoing projects are being handled from funds from the Higher Education for Economic Transformation (HEET) project.
HEET, is a five-year program that is being implemented by the Ministry of Education, Science and Technology (MoEST) in collaboration with the World Bank (WB) for improving and transforming the higher education sector in Tanzania.
From the project, the IRDP have received over 13.9 bn/-, the lucrative amount which the varsity have injected to help facilitating several initiatives for improving it’s training rolling out, among others.
The projects, include improving training infrastructures, improvement of curriculars, human resources capacity building, inclusive education, gender equality, research and innovation, adopting of digital E- learning as well as expanding working cooperations with the private sector.
Briefing over the development of the projects at the varsity which operates under the Ministry of Finance and Planning, IRDP Rector, Prof. Hozen Mayaya said the program reflects the patriotic will by the Sixth Phase Government under President Samia Suluhu Hassan to ensure the country’s high education facilities become the reliable places for the hatching of reliable human resources for the metamorphosis of the national economic development.
“We’re very thankful for the Government to allow IRDP to stand tall among the local varsities that are benefiting from HEET program,”
“This project, through which the Government has injected serious financial investments, works to ensure the Tanzania’s high education sector produces the graduates with high professionalism, skills and innovations to allow them to be employed, employ themselves, “
The Don added that the HEET program also targets to capacitate local varsities to hatch the graduates by reflecting priorities demand of labor market, to serve for current and the future.
From the fund, he communicated that the varsity has decided to implement some key projects for improving it performance.
These, according to Prof. Mayaya, incorporate construction of modern academic infrastructures, development of training curriculars, development of research and innovation sectors, as well as capacity building towards it training staff.
In the list, there’will be also crucial projects for the improvement of the varsity’s ICT and E-learning sides and establishment of Industrial Advisory Committee, to mention but a few.
Concerning infrastructure development, Prof. Mayaya informed that the IRDP is currently erecting a 5- storey block with a vast capacity of sheltering 1,628 students and 75 staffs at a go.

The modern structure, according to him, will gobble up to over 11bn/- upon it completion, being including installation of all necessary facilities.
Other projects, he said include phase three of construction of female hostel, fencing of the Miyuji campus, together with erection of academic block and sports grounds.
And he added, the fast- growing college was also working to construct four new modern hostels, each with capacity to accommodate at least 192 students, lecture theatres with capacity to shelter 430 students, as well as two major classrooms, each with capacity to harbor 231 students.
“We have also improved our library services by increasing subscription to various online resources such as EBSCOHOST, EMERAID, AGORA, HINARI, OARE, GOAL, ARDI, OMEKA, KOHA and TEEAL,” he added.

The Institute of Rural Development Planning (IRDP) is a corporate body established by the Parliamentary Act No. 8 of 1980.
This Act provides a legal framework for the Institute to be established as an important national centre for provision of training, research and consultancy services in the field of rural development planning and management with main objective of alleviating qualitative and quantitative shortage of skilled manpower within the framework of sustainable capacity building directed towards reducing poverty and attaining sustainable development
